General Dynamics Information Technology (GDIT) Army Solutions Division (ASD) is looking for a seasoned Proposal Manager who is a self-starter with high energy and the ability to lead multifaceted teams in developing superior proposals. Successful candidate will be responsible for managing/facilitating proposal development and publication for a variety of capture activities. You will participate as active members of Capture Teams on task order bids and major contract proposals. The ability to manage multiple, concurrent task order proposals is of particular importance.

As a Proposal Manager for GDIT ASD, you will lead the development of solutions-oriented and professional services proposals. Ensure that proposal submissions comply fully with the applicable RFP/RFI/RFQ instructions. Work with Capture Managers to determine proposal team resources. Apply your proven expertise to help develop win strategies, themes, and discriminators and thread them through each proposal. Direct proposal strategy and content, and provide feedback to the proposal team to guide development. Mentor/train and direct multi-organizational teams in planning, storyboarding, and developing effective customer-focused proposals. Must be able to identify and appropriately escalate issues. Must have effective interpersonal communications and relationship management skills, to work with all levels of GDIT and subcontractor personnel.

Core requirements for the Proposal Manager positions include:

1. Analyze written solicitation requirements and other relevant information to develop comprehensive, compliant proposal outlines. Develop proposal compliance matrixes, writers' guidelines, proposal plans, and other solicitation-required templates.

2. Work as a key member of the Capture Team to develop win themes and discriminators, and guide their incorporation into the proposal.

3. Work with line management (business unit, operations, and division) to identify necessary proposal team resources, and then organize and manage the proposal team.

4. Make proposal team writing assignments, guide the development of original material, and research historical material for reuse/applicability to the current opportunity. Rewrite/edit existing material, and help incorporate review team comments.

5. Facilitate the interfaces with internal and corporate proposal and business development personnel, as appropriate.

6. Coordinate the efforts of other key proposal support organizations including Contracts, Pricing, Subcontracts, etc.

7. Plan key proposal and production activities and schedules, including formal proposal review sessions; i.e., Blue, Pink, Red, Gold Teams. Identify the appropriate mix and level of technical and management reviewers; schedule and conduct thorough reviews and debriefs to authors; and prioritize changes to the proposal to ensure compliance.

8. Must demonstrate the ability to perform any role on the proposal; i.e., Proposal Manager, Volume Lead or Book Boss, or Section Lead. In the latter roles, will work under the direction of a Senior Proposal Manager on a "Top 10" opportunity.

9. Responsible for overall administration of the proposal process to ensure that the entire process adds value and produces high-quality, winning proposals.

10. Must be skilled in the use of Microsoft Office, MS Project, and SharePoint for collaborative proposal team interactions. Must have strong writing, editing, and proofreading skills, with strong attention to detail.

11. Must be able to work in a challenging, high-demand environment.

These positions require a minimum of a B.A./B.S. in business, management, journalism, English, or other applicable field. In addition, they require 7 to 10 years experience as a Proposal Manager with progressive growth in the size and scope of proposals supported.

10-12 years of related experience managing proposal efforts in a government contracting environment.
